Introduction

India’s defence sector is at an inflection point. The Aatmanirbhar Bharat push, the Defence Production Policy 2020, and a total budget of ₹6.81 lakh crore in the Union Budget of FY2025-26 for MoD are generating real momentum. Private manufacturers are entering the space. Startups are building for the Armed Forces. The pipeline is filling up.[2] [3] [25]

But there is a chokepoint that does not get enough attention: Testing.

Before any defence product can be procured, fielded, or exported, it has to be tested and certified. That is not the problem; rigorous testing is non-negotiable. The problem is what that process looks like in practice: fragmented agencies with overlapping mandates, no unified portal, DRDO labs that are slot-constrained and priced for large contractors, and a certification trail that requires physically moving products between multiple sites. For a large PSU or prime contractor with a dedicated compliance team and an established relationship with the system, this is manageable. For a ten-person startup trying to get its first product qualified, it is often a dead end.This paper examines the current state of India’s defence testing ecosystem, benchmarks it against how leading nations have structured theirs, and proposes a concrete roadmap for making testing accessible, affordable, and centrally coordinated. Because without fixing this layer, all the policy intent upstream, the corridors, the iDEX funding, and the indigenisation mandates get stuck in a bottleneck that nobody built the infrastructure to handle.
